I don't recognize that GUI. What is it?
If you're on Windows 8/8.1/10, do this.

Right click on "This PC", then click on "Advanced System Settings" that's on the left side of the window, then click on "Environment Variables".
Now you can manually add DevKitArm.

Now you can manually add DevKitArm.
I added it the same way it looks on yours. I still get the same errors:

Do you have "arm-none-eabi-gcc" in /devkitpro/devkitarm/bin/?
Yes.

Oh of course! So, any ideas why I can't install CIAs on an a9lh booted sysnand?
I'm pretty sure you need to have FBI (or some other installer) already installed as CIA. Which requires that you be on 9.0-9.2 FIRM.

Installed fine on my computer.

I use Python 2.7.8:
Python 2.7.8 (default, Jun 30 2014, 16:03:49) [MSC v.1500 32 bit (Intel)] on win32
Type "help", "copyright", "credits" or "license" for more information.
>>>

My path to compile AuReiNand:
C:\Program Files (x86)\ImageMagick-6.9.2-Q16;C:\devkitPro\msys\bin;C:\devkitPro\devkitARM\bin;C:\MinGW\bin;C:\Python27;C:\PortableGit\bin;

Don't know if ImageMagick is needed for AuReiNand (it's needed for another CFW)

Well, I need pycrypto to compile arm9loaderhax (for another system).
But it gets stuck here, I assume it's because I'm missing pycrypto.

PyCrypto won't install for me either. Apparently "Python is not in the registry". Any other ideas as to why I can't compile this thing?

That's also where I got stuck and asked someone else to do it.

That's the exact same thing the pycrypto installer tells me.

Yes, if you don't have pycrypto you get that error when trying to compile arm9loaderhax

[EDIT]
I suggest you both reinstall python 2.7.x
