Hacking Can someone help me with an FBI error?

Ok so I just installed rxTools on my brothers O3DS and it works just fine, 9.2 sysNAND and 10.4 EmuNAND, well whenever I try using fbi to install a .cia it gives me the following error

Install Failed!
could not install app.
Raw Error : 0xc8a0802b
Module: AM (0x20)
Level: Status (0x19)
Summary: Invalid state (0x5)
Description: Database does not exist (0x2b)

does anyone know how to fix this?

you havent created the database yet for your Emunand, let me look for the tutorial on how to do it, gotta edit this post

Q: I'm getting a "DESCRIPTION_DATABASE_DOES_NOT_EXIST" / "DESCRIPTION_INVALID_DATABASE" error!
A: This shouldn't happen any more, as FBI takes care of initializing the database files for you. However, if it does, you likely haven't installed anything from eShop or other locations before. You will need to go to the "Nintendo 3DS/<id0>/<id1>/dbs/" directory on your SD card and create empty "title.db" and "import.db" files. Then, go to System Settings -> Data Management -> Nintendo 3DS -> Software on your 3DS and let it repair the database files.

Let me make you a short tutorial.

1. Put your SD Card into your computer
2. Browse to /Nintendo 3DS/*RandomString*/*RandomString* (Generally the second folder.)
3. Create a folder in that directory labeled: dbs
4. Enter that folder, and open up Notepad
5. Go to File, Save As, and navigate to the dbs folder, then save it as import.db
5. Do it again, only this time, save the file as title.db
6. Eject your SD Card, insert your 3DS, and enter emuNAND.
7. Go to System Settings, Data Management, Nintendo 3DS, Software.
8. It should tell you that your Data Management files are corrupted and it will ask you if you want to fix them, say yes.
9. Profit!
