ROM Hack Would like help with .app files

Hello! I really like all the tools already out there, and I love that I can download something off the eShop, decrypt it, and repack it into a CIA. However, is there any way to unpack .app files? I would like to modify the icon.bin of a CIA that was made by repacking eShop content.

Any help would be appreciated.

Generate xorpads for it with ctrkeygen, and decrypt its contents like any other game.
I'm confused. I already Xorpadded the .app files and rebuilt into CIA and 3ds. My goal is to edit files like I would a decrypted cci, so as to change game rating information.

The first decrypt you did was to generate a usable CCI. The contents of the SD card are all encrypted so that users can't just copy data off of it and share it with others. The application itself is still encrypted like any normal rom.
