How do I decrypt this?

I want find out the wii serial number with settings.txt. I just dont know how to decrypt it. I heard u need a "fix constant".

I'm on mobile and don't recall off the top off my head. But if u call WiiPy --help or WiiPy setting --help it will direct you

This is an example of a command to generate a setting.txt (quickly found the command in modmii.bat on github):

WiiPy.exe setting gen %Serial_Number% USA
