You need to use DBI, or any other Save Manager on the Switch that still works for you.

Run the Game presently.
It will spit a Online Connection Error.
Quit the Game.
Go to DBI or your Save Manager, and find Asphalt 9
Backup your Save Game
Connect your MicroSD/Switch to your Computer
---go to /switch/dbi (or other Save Manager)/ find Asphalt 9 Save
---take Modified Save Data and Replace Files in Backed Up Save.
Go to DBI and Restore Save for Asphalt 9
Run Asphalt 9. Should now be in Chinese, and you should be able to run Offline

Not anymore. There are 2 or 3 Saves for v3.1.2b that allow to use the Offline Mode. The Save that was Posted by @mathew77 is in Chinese only, but another that @ABDIULSALAM Posted is in English with a Number of items Completed. Tinfoil has a Save that is apparently 100% Completed, so dont know about that one

Even then, on a non hackable Switch they're no savers. Unless there's some way to use Tinfoil on them.

Maybe with bypass of the Nintendo account(linkhalo) and with the good guide of smoker1

Our Chinese friends (again) made a present for all of us — here's the proper offline game save for Asphalt 9 Legends:

You need the v1572864 (ver. 3.1.2b) game update, only. Insert the contents of this archive via DBI / JKSV / Checkpoint / (whatever you use) into your clean account gamesave, run Airplane mode and voilà!..

Is it possible to do it on a switch banned? Because when I launch the game, I have a message to associate my nintendo account and after an other message that the nintendo services are limited on my switch. After that, I haven't save file created when i launch checkpoint.

I made a mod to OFFLINE save Asphalt 9 Switch 3.1.2b, I erased all the QuickRace Career progression, that is, I restored the progression offline, now you can actually go through from scratch the QuickRace Career with all the tasks!

+Add RUSsian config for popups and loading (not in-game)
=Clear Offline QuickRace Career
+Test: Club N/A - Club race, Fuel system + Tutorial race in tutorial change control screen + Shop, Card Packs and 2 Carees button in "Add Bleprints" menu in Club Race Garage (All of test thing in offline not working, but interesting to see them)

Hice un mod para guardar SIN CONEXIÓN Asphalt 9 Switch 3.1.2b, borré toda la progresión de QuickRace Career, es decir, restauré la progresión sin conexión, ¡ahora puedes realizar desde cero QuickRace Career con todas las tareas!

+Agregar configuración rusa para ventanas emergentes y carga (no en el juego)
=Borrar carrera QuickRace sin conexión
+Prueba: Club N/A - Carrera del club, Sistema de combustible + Carrera tutorial en la pantalla de control de cambios del tutorial.

I made a universal version of the save, the language in popups and loading will be the same as you have on the console or in the emulator, that is a universal save, but how to change the language in the game after the menu I do not know.
Probably only way is editing .bin files.
