Reading the translation project posts, it seems many people don't know and can't be bothered to learn how to use the command line, so I made a solution - my "Universal Patcher"It is a basically a frontend for many command-line tools with a wizard-like interface.

    this is weird- I found out that the "Offline Webpages" folder found in System32 (the folder, by the way, hasn't been touched since probably '95), it has this weird, specific attribute where it will only have it's special icon if named "Offline Webpages"
