PayPal and Bank issues

Just one small question I need answered;

When receiving a refund via PayPal (eBay) whilst your account is in OVER-DRAFT, does it make sense for the bank to charge you?

I'm asking, because the guy on the phone from PayPal said NO, so I want to know if he's right.

PayPal and your bank account are two different things. You have to actually click the option to send the money to your bank account. The bank can't just siphon your funds from your PayPal or something like that.

If you transfer the money to your bank account though, any outstanding balances are going to take priority.
