is this what im looking for?

im after converting eshop formats to standard xci rom format so i dont have to install in order to play, i can just throw the xci onto my sd and run like any other rom.

Correct. Make sure to research if the said nsp game has any updates and dlc nsp's that way you can merge them all in 1 package while converting into xci.

Just setup a new PC and getting "'py' is not recognized as an internal or external command," throughout the app.

Install the 2.7x and 3x versions with the same results. Any help would be greatly appreciated.

it was replaced a long time ago by NSC_Builder that merges all my stuff. NSC_Builder is always distributed with exe versions for x64 and x86 windows that don't need python.
For xci builder probably your python command is just "python" instead of "py -3" that is the normal one on windows. Anyway i'd advice moving into NSC_Builder

Ugh sorry I'm on 0.98 of NSC Builder and getting that error.

Are you using the python version? If so you need to edit the zconfig file and change the pycommand line to whatever you use to call python.
If you're using the exe versions and downloaded my offline file i inclded the python confi files the other day by mistake. I fixed it shortly after but is poible someone downloaded the config file.
The lines in the file that change are:
(zconfig\NSCB_options.cmd)
python:
set "pycommand=py -3"
set "nut=ztools\squirrel.py"
set "zip=ztools\squirrel.py"
set "listmanager=ztools\squirrel.py"
x64 or x86
set "pycommand="
set "nut=ztools\squirrel.exe"
set "zip=ztools\squirrel.exe"
set "listmanager=ztools\squirrel.exe"

If you use other command to call python then pycommand needs to be that command. Examples:
python command
set "pycommand=python"
conda command (Anaconda distribution)
set "pycommand=conda"

You can edit the file with an text editor like notepad++
