First of all this ROM is very rare. I cant find anything about it or its creators.
With wmb host you can send a ROM to be booted by a normal DS via DS Download Play.

This video is the only thing on the internet about the ROM.

What my question is, can anyone find a more updated version? (Or any information at all.)
It also seems to error out when I start to download anything.
Can anyone make it work?

-Cheers!

Never heard of this but all most people did is inject the already signed (assuming you wanted that and are not intending it run on a flashme modded DS) demo or download play games into the download stations. Assuming you don't care to change graphics and whatnot it should be as easy as undubbing a game.

The RSA stuff was never broken, other than flashme straight up ignoring it and I guess you have the wifime stuff as well but that is not the same and was blocked fairly early on with new revisions.

Yeah, you can't just send any ROM; Nintendo made sure those at least were RSA signed. This is why you have to use a FlashMe-running DS.

Here's the original .zip file it came in, with the sourcecode included. I used to save those for old homebrew. Never got it to work myself, I think it used GBA_NDS_FAT at the time so it had low compatibility with flash carts.

EDIT: Looking at the file you posted, it seems like a modified version with higher compatibility, so my post here is mostly pointless other than the original source code. Oh well.

Passing by to say I ported it to TGDS:
https://bitbucket.org/Coto88/toolchaingenericds-wmbhost/

Also I removed the 1.5Megabyte hardcoded limitation. This means even 3.0 Megabyte files will work.

edit: also the WMBHost on the video reads the header icon and parses a proper RSA NDS header, thus, allowing to transfer RSA Signed Demos to unmodified DSes, i'll see what I can do about it.
