however there are plenty of tools to create bootable usb, however i mostly know the ones for windows and linux..
the first ones that comes to my mind and probably have chrome os are:
rufus
universal usb installer
Don't think there's anything like that for Chrome OS (more so given that MS, for some reason, only lets you officially download Windows from a Windows computer)
But you can get verified W10 installers converted to ISOs - and you can install Linux software to run in parallel with Chrome OS (and later throw it away without any repartitioning, if you don't care anymore) with "crouton", and WinUSB appears to do exactly what you want!
