btw, you can find this info on psdevwiki. iirc, it's some of the colored ones in Japan that are post 3.60.

I would try CL, FB, and OU first, as usually people are just trying to unload stuff, might have been sitting in a closet for awhile, might not be updated. You can reach out and tell them how to check the firmware.

eBay would be the next choice, and probably the easiest place to find one, the issue being that people are more likely to know how much lower FW units are worth.

Gamestop would be my last choice, you are going to pay more, and technically they are supposed to update the units to the latest version. Now in practice, that isn't super likely, and you are still able to ask if they can turn it on and check the firmware.

Bit of a necrobump, but is this still true? As in I could buy a new VITA in the US and assume it's below 3.60?

don't know. the list on psdevwiki is largely incomplete. the only one I know of for sure is the dq metal slime system. I believe that one comes with 3.55. I was actually going to buy it to go with my metal slime ps4. it's pretty expensive though (almost double what a normal vita is new due to rarity). I think the dark red and glacier blue are on or below 3.60 as well. I got that information from psdevwiki, I believe, as I'm basing that on memory. good luck.

All Vita Slims for the western markets, as well as every Vita 1xxx and PSTV, are believed to have ended production before or during 3.60

Of course, the above anedoctal fact doesn't imply it's easy to find such consoles brand new!
