if you don't teach them any moves other than the ones they learn by leveling up ,
Lucario would win .

Dark isn't very effective against both Fighting AND Steel thus' making the damage reduced to only 25% of it's original power . i have both a lvl 100 lucario and zoroark . the moves they learn clearly show that Lucario will win .
