I recently set up a proxy to block system updates. I turned on my wii-u for a moment to check something, and I got an error message - system update failed to download. I'm on 5.5.1 as well. ???

That's normal. When you prevent the Wii U from accessing the update servers, it'll show the "failed to download update data" message.
