Hacking Using a save dongle to play retail carts on PC?

I'm thinking of building a small PC rig to play/emulate games, but I want to be able to play retail carts (N64, DS, GBA) via dongles. Is there any save dongle that works in tandem with an emulator (eg. DeSmuMe, NO$GBA) similar to Dolphin's "play from disc" feature?

Some save dongles have pinouts that run and access the save data portion of a cart only. Save dongles like the NDS Adaptor+, R4 save dongle do not use all the pins in the slot where you put in a game, meaning you have access no ROM data so you don't get to play with any ROM data.

Example below of terminated pinout that lead to nowhere:
