Get "cios d2x installer" here ==>https://wii.guide/cios

put "cios d2x installer" in your APPS on your SD then install the CIOS (249, 250, 251) properly named below:

Select cIOS slot: 249
Select cIOS version: 65535

Select cIOS: v10 beta52 d2x-v10-beta52
Select cIOS base: 56

A USB 3.0 Stick MAYBE works but as you surely already know:

USB Sticks/Thumb Drives/Pen Drives and so on are KNOWN as problematic and not 100% reliable (not ALL of them but very few,seemingly newer Models multiplied).Also they do not all work perfect with FAT32 on the Wii.It is and remains a non reliable Solution for USBLoaderGX.
some works perfect (I also use it) some have no chance to work respectable.

Maybe an "removed" DVD Drive or such things.You are a really funny Wii holder.

To answer you question:

Yes or No.
I do not know your Mod Chip or your "complete" Wii except your sysCheck now (which is good) and your USB Device (which is maybe not so good).

yeah I did a hard mod with a chip a few years back to remove the region lock on my wii then I did a softmod and installed hbl
