Hello,
I've tried to read the other threads on this issue and follow those instructions, but I'm still not having any luck.

I'm running USB Loader GX v. 3.0 r1268, using the Homebrew menu. I set the loader IOS to 58 in order to successfully pick up my FAT32 formatted hard drive. It recognizes the games, but when I select one, everything goes black for a few seconds, then returns to the Homebrew menu. Syscheck below.

Thanks in advance for any suggestions!

Not sure. Try changing Loader GX to use a cIOS.
Speaking of cIOSes, why are both you're cIOSes use IOS 57 as a base?

I was running into some issues with it getting stuck on loading the USB hard drive when I had a cIOS loaded, which is why I ended up using 58 for Loader GX. Is there a cIOS you'd recommend?

TBH I don't understand what the "base" bit is about, and I've been blindly following instructions in tutorials. Should I use a different one for one (or both) of the cIOSes? Thanks!

because base57 is better than base56.
the differences in his setup are:
slot 249 is used for USBPort0 and emuNAND
slot 250 is used for plug&play and multiple USB Port support.

keep your IOS version and base like this. it's fine.
just be sure to not blindly follow user's suggestion "use slot250" to fix your games, in your case it would be usually worse.

what users usually install in slot250, you already have it installed in slot 249.
so when users tell you to use 250, then pick 249 ;)

if you want more information about IOS slot, version and base, read my guide chapter1 about ios, and chapter2 about IOS236 (until I write one for other cIOS):

Any other ideas I could try? Or cIOSes for the loader that might work as well as IOS 58 for loading the USB hard drive, and might work better?

I set the loader IOS to 58 in order to successfully pick up my FAT32 formatted hard drive.
do you really have a hard drive, or it's a flash drive?

USB stick, flash drive, flash stick, whatever the name you give it, are NOT working with USB Loaders.
be sure it's a real Hard Disk Drive, the one with rotating plates.

Some people reported SSD are working, but these are also flash drives. it's up to you to want to try to use these, but only use real HDD if you don't want detection problems.

additionally, if you NEED to use IOS58 for your device to be seen, it means the device doesn't work with cIOS. to run Games from USB you NEED cIOS (IOS patched with disc access redirected to USB = custom IOS), so of course the drive is disconnected because NOT compatible with cIOS, and the console reboots because it can't find the game to load.
there's nothing to do to "fix" your problem, except : use a compatible drive !
yes, really, try another HDD ! that's the only legit answer to detection issues.

sorry if you take it personally, but it's a general question I'm wondering based on how many similar issue we have here since January 2018:
why can't users just do a little search on previously created thread with the exact same issue? because, you all see the same answer : use another device !

narrow your problem by trying "another" element.
try another wiimote, if it works, it means it was a wiimote problem. if it still doesn't work, try something else.
try another SD card, if it works, it means it was a SD card problem. if it still doesn't work, try something else.
try another HDD, if it works ... oh, it works, guess what the problem is?
is that hard to narrow the problem yourself, why wait for someone to suggest it?

if you try another HDD (real hdd, not flash drive) and it still doesn't work, then it's a legit reason to ask for help, and we can try to find another cause of your problem. but FIRST, please, narrow your problem yourself ! try different elements, different loaders, different console, different hardware, different hdd, different games, different ISO, different IOS (don't install new one, just try a different slot, installing randomly can be dangerous), different anything! narrowing the problem is not hard.

Yup, the one I'm using right now is a physical hard drive, with spinning disks. WD PP III Studio II Media. It's also the fifth device I've tried, including a couple USB flash drives (before I found the posts recommending against flash drives; I even bought one from one of the suggested links on the "USB Devices Compatibility List" on the GBATemp wiki).

It sounds like until I can find a device that will get detected successfully without having to switch the loader to IOS 58, I'm out of luck?

I got it working, thank you! Understanding the connection between IOS 58 being required to load a device, and that device being incompatible was the key.

I reset the USBLoader settings to the default, and retried the WD PP III Studio II Media drive using the default loader IOS 249. I remembered I'd only tried that drive after setting the loader to IOS 58, in order to get another device to load on startup. It was able to detect the device correctly on startup, find the games, and run them fine.

Thanks so much for your help!
