I believe you do, alternatively in Priiloader theres an option to make the Wii run region free stuff but...
I'd just recommend installing WAD's for your regions Wii to prevent malfunctions.
There's also an app called NUSD Downloader for PC's, that allows you to compile wad's for your console.
