No, the NA one is the one that is confirmed below 4.05 if new, but the EUR has been confirmed to have mixed fws.

Update on Sears bundle. I was wrong, looks like they just have a stock of PS4s, games, etc (instead of prepacked bundles) so I got a fairly new PS4 Pro with MC971 - heading to Sears to return today

The likely hood of that bundle being firmware lower than 4.05 is quite high. I purchased that bundle Dec 2016 in the US and it came with 4.00 brand new out of the box. Good luck.
