I made this hack a couple of years back when NDS WIFI went down. It changes two files in the game, one for the smithing recipes (rf2RecipeSmithing.bin) and one for the Shop contents (overlay_0011.bin, although the file is not only shop data).

For the Shop Editing, the shop data starts at 0x5aa0 in overlay_0011.bin, with the Blacksmith.
The format is pretty simple: every entry has 4 bytes, 2 Item id, one quantity, and a mysterious 00 (that may be filler or Level, haven't tested).
It doesn't seem to be able to be extended, but you can replace items in the existing shops. Just search for the first item ID that they sell and choose what to replace from there.
- 2 bytes Item ID to create
- 10*2 bytes Item ID to display in the Recipe Book, from the Top to Bottom of the page
- 2 bytes (16 bits) flags of the items actually used in the recipe, from the least significant bit (1) representing the first ID from the recipe book and the most significant bit (0x200) being the last id of the recipe book
- "f4 01", always
- 1 byte level(-1) required for using that recipe
- "50"
- 2 bytes Recipe ID. The list Starts with 0x04c5 in the Smithing recipes. This id is the same for the Forging Recipe and the Upgrading Recipe for the same weapon/accessory.

The format is pretty simple: every entry has 4 bytes, 2 Item id, one quantity, and a mysterious 00 (that may be filler or Level, haven't tested).
It doesn't seem to be able to be extended, but you can replace items in the existing shops. Just search for the first item ID that they sell and choose what to replace from there.
