Average price for bundle/programmer only:
Namiio programmer + 3 tokens:
N2Elite programmer + tokens: $80
N2Elite programmer only: $30
ntag215 programmer:

Average price for additional token:
Namiio 3 tokens:
N2Elite token: $50

Is it (the token) usable with Android NFC phone instead of programmer?
Namiio: Yes, functions as a regular amiibo. (So, readonly?)
N2Elite: Yes, even more functionality if you use the Amiibitz app instead of the N2Elite mobile app
ntag215: Yes

Can write multiple datasets into single token?
Namiio: No
N2Elite: Yes, 200 at most.
ntag215: No

Erase and rewritable?
Namiio: Yes
N2Elite: Yes, you can freely change slot contents. You can lock it as well, but that's only to dump with the N2Elite app.(Can you unlock the slots again when you locked them?)
ntag215: No (I read somewhere some data blocks must be locked, or else it would be rejected by console)

Able to backup/restore savedata?
Namiio: Yes
N2Elite: Yes
ntag215: if it works like an amiibo, then yes, with use of an app that can backup/dump its data (but not writable?)

Able to modify savedata? (cheatcode)
Namiio: Yes, compatible with powersaves.
N2Elite: Can be done via external helper tool. (decrypt -> modify -> encrypt)
ntag215: Should be the same as Official Amiibo. So cannot write back using mobile app?

I can answer for the N2Elite because I sell them and troubleshoot them as well. These prices are based from my store but they can vary from store to store. I can also answer some for the Namiio since I was given one to test way back.

You can write spoofed amiibos to amiiqo/N2elite, so you can dump, decrypt, modify, rewrite thus modifying save data.

Fierce deity and skyward are example of spoof,

You can decrypt amiibo now? I need to get with the times.
As for modifying, it's not an option built into N2Elite apps/Amiibitz but yeah, it's possible. Just not straight from their interface which is why I put cheats/etc as no.
