I have already downloaded a cia of Ultra Moon onto my 3DS using fbi, and now whenever I try to play the game it hits me with the "An exception has occurred" screen. Help please?

Don't know if you're serious or kidding, but get the file from iso or chaos. Wasn't sure if you meant you installed with fbi, but try another file.

If you downloaded the pre-load before, you're going to have to go beyond the usual delete title+.tik. There's a thread on it, but I can't find it right now.
