You got 2 solutions:
1. Switch to Luma3DS.
2. Install patched TWL_FIRM CIA. (Only if you plan to keep on using rxTools.)

It's referring to the .DAT required for the flashcards kernel, not the game.

No, and I also tried the path changer, but it didn't work.
I'm doing the ARM9Loader tutorial, as I already installed another CFW. :x

Are the banners blank? If so, move the Forwarder3-DS folder with the .jar file to the hard drive root, and run the .jar file there.
