Why did everyone choose to make Hitler a Mii ? Is it part of a kind of top-rated downloadable content or what ? (don't have a Wii yet, so I don't know how the Mii creation works :3)

No, you can create whoever you want. Most people end up making the standard Miis (Hitler, Jesus, etc.) because it's pretty funny when you have a bunch of friends over and the fuhrer steps up to the plate in baseball. Or if you are bowling and see Jesus wandering around the back of the alley. Good stuff.
