There are "Cheats" available for this game, using "Edizon" homebrew. Ex: (Inf Nitro, Inf Health, 1.999.999 Bounty,1.999.999 SCPD Ranks). Could help unlock all.

NFS Hot Pursuit got updated to 1.0.2 so cheat won't work unfortunately, however I managed to got max bounty via RAM editor so unlocked all cars but only 4 cars are mission locked.
