Hardware Issues installing game data & updates to SD

I have Webman with the install to dev_sd option enabled. I had 200GB's of updates and game data installed on the HDD, so I copied it all to SD and then enabled the dev_sd option and then deleted everything except homebrew data, but when I run ISO running off dev_ntfs, it does not recognize the updates or "game data" and proceeds to reinstall the game data, am I doing something wrong, or do PS3 discs not read game data from dev_sd/usb?

I'm running Rebug REX 4.84.2 on a CECHA01 with a 1TB, 400GB SD in the reader, latest Webman is installed.
