ROM Hack Is there a way to make a rom into a homemenu item like a vc?

So idk if its possible or i just cant find it but, is there a way to make a rom such as a gb or nes into a virtual console item to run from the homemenu instead of ninjhax or another emulator, so like on the homebrew wii you can have banner of hacked vc games or other items is this possible for 3ds yet, if so how

EDIT: Read it wrong.

There's one way, you can edit the source of an emulator so it reads from a different file, like "SMB3.nes" and then it'll automatically boot it when you start the emu. And edit the icon and stuff too.
