Is my 3ds still considered modded if the files are corrupted?

no, but you've now lost everything, I guess, unless you have a backup.

i do have a backup, but its for my old modded 3ds so i guess i will restart on the modding process because it has a different ID0.

You can probably just put the latest Luma3DS on your sd card to get your 3DS running CFW again.

you don't have to restart the modding process, just put boot.firm and boot.3dsx on the root of the sd card. you will have to reinstall your games though.

yes it is you just don't have the required files to use the mod
