Like, if you hacked a ROM and wanted to put it on a cart?
ROM is called ROM because it's Read-Only Memory. If you want to do this sort of thing, you have to check the type of the chip and replace it with a rewrittable one. Some chips can be decapped and blanked using strong light, but you'd need a lab for this sort of thing - replacing the chip is far easier.

Better yet, you could make your very own GBA flash kit - all it takes is a couple chips, a PCB and some soldering.
