Hacking Installed a9lh on 9.2 (n3dsxl)! No 2.1 downgrade but have one problem

I find this discussion rather complicated, is it saver on n3ds to use otp than going to 11.1? And are there things that doesn't work if I skip the otp?

Nothing changes at all. Just that if something bad happens during installing without otp your're 100% bricked.

If you only want A9LH and updated patched SysNAND with Luma3DS, there's no point in saving the OTP, at all.

If he does a backup before using SafeA9LHInstaller, he could restore with a hardmod.

You would still need a hardmod, even if you had your OTP.
