Hacking Install USA Wii title on PAL WiiU safe?

Unable to dump OTP.bin

Got this WiiU with flashing blue light. Defusing worked and I can get into minute. I dumped Seeprom, SLC.raw and SLCCMPT.raw before I did anything. Trying to dump OTP with PRSHhax fails with message: Unknown dev boot1 version: v1610612831...

Is it safe to install a USA Wii title (Yes. Wii title, not WiiU title) downloaded via FunKiiU on a EUR WiiU if I use Mocha CFW?

Yes, but it might not run (out of region wii vc has issues sometimes)
