If Johnny is downloading a 350MB file, he is downloading at a rate of 17 KB/s and currently at 38% completion
How long will it take Johnny to reach 100%?

If Johnny is downloading, then Johnny already has a portion downloaded and if we don't know how big that portion is, we can't determine how much longer it will take him to reach 100%.

Johnny downloaded ~38% in ~9 minutes so
38 ---- 9
100 --- X

900/38=x=~24minutes-9 (already downloaded)=~15 minutes.
edit: that is, supossing he spent 9 minutes (the time between u first posted and your edition) on downloading 38%, of course.
I could make it the easy way and tell you, but that's just no fun.

3.545751634 hours if Johnny maintains a constant 17 kb/s and that 1 meg = 1000 kb and not 1024 kb

350 MB x 1000 = 350000 KB total
38% of 350 MB = 133 MB downloaded
133 MB X 1000 = 133000 KB downloaded
350000 KB - 133000 KB = 217000 KB remaining
217000 KB / 17 KB = 12764.70588 seconds remaining
12764.70588 seconds / 60 = 212.745098 minutes remaining
212.745098 minutes / 60 = 3.545751634 hours remaining

or 3.630849673 if you wanna go the 1024 KB = 1 MB route.

Yes, those with "If an electric trains goes from X to Y at a speed of Z km/h, knowing X is A km from Y, and the wind blows on a speed of 20 km/h opposite to the train, which direction will the smoke from the train go?".

The time will depend on the number of seeders that disconnect before the download is over, or the number of other seeders that come online in the meantime.
