If I update my N3DS to 11.1 to get the Friends Module for 11.1 and restore a 11.0 backup then install the friends module from 11.1 will I be able to use my online or is there more CIA files I need to update(copy from 11.1 to 11.0)?

What? Have you a CFW? If it's the case, there is no reason to stay on 11.0.
And Luma3ds patchs that.

Yes I have a A9LH Luma 3DS CFW but after the update my uncle did on his A9LH Emunand he has been having problems with his HB Launcher

That's been fixed now, and if you install all the CIAs from the 11.1 update, you're going to have 11.1 anyways.

It's a thing that prevents you to use the friend list app if your 3DS is not on the latest firmware.

There was a comparison of the number of Ibuprofen poisonings before and after they limited the maximum dosage per box or per pill (i'll look that up). No limit on the number of boxes you can still buy as many as you want, so people argued it was pointless.

Here we have ketoprofen that used to be prescription-only because of the risk of toxic dosages, but then they halved the dose per pill and sell them in bottles of six pills apiece instead of twenty and it doesn't need a prescription any more. Yes you can buy more than one bottle but people simply don't.
