I think he meant Wii Shop Channel.

No, it's not on the Wii Shop channel because Nintendo took it down when they discontinued WiiConnect24. You also can't download it with the NUS Downloader, because it requires a ticket. If you've downloaded the channel in the past, check your buy history, it's still there and you can still download it from there.
Note that the Everybody Votes Channel does NOT WORK with RiiConnect24 currently.

I think that about sums it up. I wasn't sure about the shop availability as I had it before WC24 shut down.
