If you have a cartridge that will update in the range of 9.x to 11.3 then do that and follow the guide. Don't worry about the last digit and browserhax. Soundhax should work just fine.
Most games released in the last couple of years should have the update. And once you're in this firmware range you'll not need a DS flash cart or anything else to get a9lh

You skipped the cart update tutorial, which is quite important, if not only for information about the thing I just mentioned. It also prevents a newer online update from being installed potentially, depending on the situation.exactly like i posted above lol.

This is identical to my advice. Assuming OP is still on 4.X, buying a working flashcart is the cheapest option, assuming the current flashcart cannot be flashed to work with 3DS 4.X. I would try the second route first.Before the 11.4 update fixing soundhax, the sound app was last updated in 7.0. I wouldn't expect cart updates from 6.x or below to result in a working soundhax, as cart updates don't update the sound app either and soundhax likely doesn't support older versions of it.
OP, you can get a flashcart that works on 4.x, or a 9.0-11.3 cart update plus a working primary entrypoint (OoT3D + Powersaves/other homebrew capable 3DS, Cubic Ninja, probably a few others).
