ROM Hack How do I edit BIN language files?

I wanted to fiddle around with the 3DS system applications' language files a bit. My first target was System Settings, and I've dumped the romfs using GodMode9.
Now, language files in Nintendo games are usually in MSBT format. Well, this one doesn't seem to be. The file name of what I assume to be the language file is message_EU_LZ.bin, which, as you might have guessed, not an MSBT but a BIN file. How do I edit this? Every File Explorer doesn't list it, and Kuriimu says there are no plugins that can open it.
I've tried using a hex editor (MadEdit, specifically) to try and open the thing, but all I get is garbage data with parts of English words rarely sprinkled in:

Does anyone have any idea what to do with this to make it editable? Or is it just one of those files that someone (probably no one if I don't) will have to make a Kuriimu plugin for?

For anyone reading this in the future, here is the solution:
That compressed BIN works like a ZIP file with extra steps.
First, you need to get Kuriimu. It's a translation toolkit for Nintendo systems. In Kuriimu, click Tools > Compression > Nintendo > Decompress > General. Open the BIN and specify the output directory. You'll then have your decompressed BIN file. In Kuriimu, click Karameru in the top right corner. This is the software with which you can browse the BIN. Done.

Thanks, decompression seems to have helped in making the file somewhat legible, but it still doesn't seem to be properly editable (unless I want to slowly lose my sanity over finding and editing strings in a hex editor).
