Question: if and when this is implemented, it would still be worse than TN-X, right?

It would basically be on par with the ps1 emulator inside ePSP, right? So no sound for certain games and stuff?

Any hope to leverage the official vita ps1 emulator like TN-X does?

No, this emulator would likely be on par with TN-X if not better because of savestates (if they apply with PS1 games) and the filters Adrenaline includes. It's part of the reason it wasn't included on release.
