Fake or not, have you tried it with another app which allows USB access? Also, if it's an SD card have you tried the SD card slot just in case it's the USB adaptor?
In regards to the size, chances are these are chips which were slightly too damaged to be released as 16GB chips and rather than sell them as 8GB they made them 15GB....presuming they work at all and not faked to look like 15GB.
This kind of practice apparently happens quite often since flash memory is sold at such a low cost these days that it's better to sell for less than to dump the chip.
There was a CCC video I saw where they talked about hacking SD card controllers if anyone is interested.
