Homebrew FBI Error when trying to install CIA

I'm trying to install the 3D Video Viewer from the Dev kit onto my 3DS, but I'm getting this error in FBI:

Failed to install CIA file
Result Code: 0xD8E0806A
Level: Permanent (27)
Summary: invalid argument (7)
Module: AM (32)
Desc: Cert signature or hash check failed (106)

I'm on Luma with arm9, any idea why it won't install?

Probably a corrupted CIA. How did you transfer it to your SD?

I fixed it, the CIA had to be Decrypted.
