ROM Hack Editing text in a game...

Hello, I want to edit the text in a 3ds game.
Is there like a program that can open decrypted 3ds game files, or is that not a thing yet?
(yes, I know about decryption, I am not a newb)

It really depends on the game you want to edit for the most part. Some require special tools like Kuriimu to edit effectively while others can be edited just by using a standard text editor.

You'll need to use the 3DS HackingToolKit aka PackHack by Asia81 to dump the decrypted game's files so you can get inside the files of the game. The files are stored in the romfs.bin and PackHack will help you dump that and then repack it together once you've made your changes. If the file format you want to edit is easily edited in a text editor you can use Grepwin to search for the text you want to replace to find which file has the text you're looking for.
