Despite the original coming out a little under a year ago Capcom claimed they needed to make an actual sequel after a fashion to expand upon it properly. Such a model is still reasonably common actually (the witcher games seeing it, Divinity 2 saw it and the list goes on, doubly so if you include a lot of the DLC bundled into GOTY editions).
Either way despite facing some reasonably stiff competition (The Witcher 2 had not long seen a release and Kingdoms Of Amalur Reckoning was also doing the rounds with Skyrim and Dark Souls each not being a terribly distant memory either) it carved out a niche for itself and did quite well for Capcom in the "see we can do new things" stakes.
It does seem to be something of a budget release too which is nice.
