Hacking Question DNS browser seems to not work on 3.0?

Correct me if I'm wrong, which I hope to be, but the dns I was using previously and an alternative one fail to bring up the captive portal for me. Is this something they patched, something I'm doing wrong or something the hosts need to update? The dns I am currently trying to use 108.061.164.129.

Ok I realize I was being an idiot for trying to use dns that is no longer in use, but that didn't solve the problem. Using 151.080.040.069 right now and I get error code 2110-3127 "Unable to connect to the internet. Could not perform DNS name operation. Please try again later."

This isn't only happening to me right?
