Can't you just play the english translated Danganronpa 1 for the psp. You can just emulate it on the psp emulator for android called PPSSPP

all I want to do is take the english dubs (voices and dialogue) from the pc version and place it into the apk... is it possible without knowing anything about unity?

No it's not possible because the PC version is not made in unity and isn't based on the android version.
It would require significant work. And there's no guarantee the android version even supports English variable width text.

does the psp version have fully dubbed voices and text?? It feels weird for me to play through something in english and to hear it subbed instead of dubbed...

It has text. But the characters don't talk at all. They just make sound effects relating to how they are feeling. There is an english patched version which has all the text translated and some other stuff like magazines in cutscenes too.

There's Japanese voice acting for the trials and some cutscenes though.
They want the English dub.
