You restored the backup and still didn't find theme selecting? What does your SD card look like? Maybe find "SaveDate.dat" and delete that?
No, sorry. The issue is most likely that my 2ds is Korean region and probably doesn't support theme selection. After restoring the nand.bin, I can't find homebrew or any of my normal cias. What do I do now? Is there a way to access homebrew after backing up?

Sounds like you have to reinstall the CIAs.

@AegisAlex Done a bit of researching, seems like it could be a FrankenFirm, if that's still a thing. That, or Themes don't work with KOR region systems. Highly unlikely, though.

Frankenfirm?
A partly updated firmware missing some features and "stability." This happens when the system installs update packages before they are fully downloaded and the update download is cut off.

The QR-CODE must have been removed, due to the next update of Themely, the update will give access online through the 3DS.
Until the update is made available, you can create QR-CODE codes, and use Homebrew multidownload to download themes.

The QR-CODE must have been removed, due to the next update of Themely, the update will give access online through the 3DS.
Until the update is made available, you can create QR-CODE codes, and use Homebrew multidownload to download themes.
Are you sure? The update you're speaking of isn't in the stable build or the bleeding-edge builds. The issues tab on the Themely GitHub is also gone, and all of Erman's GBAtemp threads are closed for whatever reason. It's almost as if he's treating Themely as a finished project. Paging @erman1337.
