Hacking Config.cia not installing in BigBlueMenu

It doesn't work because the .cias from the dev kit pack are encrypted and signed with zero-key encryption for dev 3DSes. They cannot install or function on retail units.

You have to get the .csu files from the archive and convert them to .cia yourself with 3DS CIA converter. Then they will work on retail 3DSes.
There is a guide on here on how to do this.

Also @Xenon Hacks , DevMenu = BBM, and dev menu wouldn't make a difference in allowing you to install .cias on retail 3DSes that were encrypted for dev units.

I somewhat disagree the Dev Menu I converted let me install system titles easily but BBM would say it installed but no change were made this was very clear when trying to install AGB_FIRM,NVER,CVER to my Sysnand.

The SDK tools are not the same thing as system titles. They're encrypted for dev units, and dev units only. They won't work on retail units no matter what you use to install, unless they're decrypted first.

ITS FOR A DEVKIT + it would be illegal to share it via pm or anything
1- Actually thay can be converted (with the help of a hacked Panda console, of course) to retail apps. Personal experience :)
2- You're innocent until proven guilty in court (actually, in many 1st world countries one-way downloading copyrighted content isn't even a penal crime)
3- Neither funny nor contributing to the discussion

I found config.cia in zipped folders but there are two edition, sdk 2.3.4 and sdk 6.3.0; I tried installing both of them on my japanese n3ds, but both returned failed to install. May I request for help in PM for working cia, please? Thank you very much!

    I've been to his chicken restaurant he started in his 2nd movie, Holy Chicken, was pretty good. It is only 15-20 miles from me in Ohio. It only lasted 1 yr or so then closed tho.
