Can i upload files (.rar) on GBAtemp directly?

I have some overlays i made for retroarch for snes mini id like to share, so can i upload here i i need a other hosting service?
I mean i know there is "upload file" button, but im just asking.

If it is something like that then the download section is the preferred choice -- the download section is all about stuff for games, flash carts, emulators and the like and skins is very much a thing in that.
