ROM Hack Can I even use this?

I have userland, and 11.5. No CFW. No flashcarts, and no hope of getting one... so, can I get like a pokemon randomizer or something?

If you can somehow get HANS to work with whatever Pokemon game you're wanting to play, maybe. Just know that you can't go online with HANS, iirc, because all Pokemon games require the latest version of the games and HANS, iirc, doesn't read DLC or patch updates. And if you can't get that working, unfortunately for you, there's no other way to get a randomizer working.

Well, you could always look around for someone near you with a hacked 3DS that could help you install CFW on yours.
