Ehhh, sort of. There could be a chance of buying a used psp with the latest firmware on it, but right now that doesn't matter with the new downgrader depending on which model you buy. Though I suggest buying a new once in case.

There was an update to the downgrader just a few hours after it was released. All PSPs are supported for downgrade now.

I just got a PSP Go today for $100 used and it was on 6.20, so it might have been hacked. So I updated it to 6.38 and then downgraded back to 6.20 to remove any possible leftovers and then installed 6.20 Pro-B5 (temporary, haven't used the permanent patch yet) and it works great.

Definitely try it. I bought my PSP from GBAtemp about a month ago, and it's bloody fantastic.
Already fully hacked, received a 8GB memory stick with it and it works brilliantly. All for 70 euros!
Great purchase, cheap but a complete new platform to play games on. Not to mention the ability to emulate PSX games perfectly!
Also older platforms of course, but PSX and GBA are the most important to me.

i will get one and a the 16gb sd card so yeah... i need to store games and crap...
