Hacking Block updates without changing DNS

My college internet doesn't allow me to change the DNS and still be able to connect. Is there any other way to block auto updates without using tubehax/another alternate dns?

Remove your internet settings from the wii u...

You could also put in your own router between your school's connection and the wii u and configure it's dns settings

You could filter your internet through a computer in your house. Share the connection using connectify or built in internet sharing. Then setup a software firewall on the computer blocking addresses and such.

Or just self host with an android phone or computer.

I was using internet sharing via my macbook but dns's not approved by the school still seem to be blocked (I assume because I'm still tethering the school's internet)

You can use a VMware Workstation with a Firewall such as Sophos UTM Home Edition (info..) - (Download-Page for software appliance) or another firewall like ipcop, securepoint, pfsense etc.
There you can block the network traffic and use the webproxy, spoofing IPs and DNS. The downside is you have to be firm with these things - i think you aren't because you're asking.
It should also be possible to install your own DNS-Server for your WiiU, block the specific sites and redirect the remaining querys to the original college-dns.

I think he's just not allowed another router in-between, probably because they label it as a security risk(?)

He should be fine sharing the connection and filtering it via his mac, it's not like they're gonna infect his mac with something to find if he's blocking something in his own firewall.
They just apply their own filters on traffic and disable support for external DNS to circumvent anything of theirs.

You do not say what other hardware and software options you have available. Some stuff can rather easily be done with a raspberry pi or pi zero(with wifi adaptor).

But here is something you could try since you are sharing your network(and you do not need any of the nintendo servers to be unblocked on any of your devices).

Just set your hosts file to point to a non-problematic ip for EACH of the blocked sites. (You could try 127.0.0.1).
I would test with a "traceroute" or similar program before going live with the Wii U.

put this in your /etc/hosts file
it has the same effect as blocking url (add whatever necessary url there)
127.0.0.1 nus.c.shop.nintendowifi.net
127.0.0.1 nus.cdn.c.shop.nintendowifi.net
127.0.0.1 nus.cdn.shop.wii.com
127.0.0.1 nus.cdn.wup.shop.nintendo.net
127.0.0.1 nus.wup.shop.nintendo.net
127.0.0.1 c.shop.nintendowifi.net
127.0.0.1 cbvc.cdn.nintendo.net
127.0.0.1 cbvc.nintendo.net
