Hacking Blank NFC 215 tags question

I was wondering if you can use powersaves Amiibo to write an Amiibo to a blank 215 NFC tag instead of using Tagmo? I understand once An Amiibo has been written to a blank tag it's permanently that Amiibo. But will powersaves even detect a blank NFC tag as it's not actually an Amiibo yet as it has not been written?

As far as i know you can only write to the powertag with powersaves amiibo, not blank NTAG215's.

No I've have done that. I got Amiibo bins and converted them to work with powersaves. I mean can I use the powersaves software and writer to write powersaves amiibo files to a blank NFC tag instead of the powertag
