Gaming Are XBLA games regionfree?

Hello.

I'm getting an NTSC Xbox 360, but I'm from a PAL Region.
I have Perfect Dark XBLA on a PAL Xbox 360 at work, so, can I redownload it on the NTSC Xbox?

Should be possible yes.

Region restriction barely applies to the 360.
